संबिधान सभाका बिषयगत समितिले नयाँ संविधानको प्रारम्भिक खाका तयार गरिसकेको छ । २०६७ जेठ १४ मा संविधान सभाको म्याद सकिन अगाडि नै यी प्राराम्भिक खाका तयार भएका हुन् । तर, बिषयगत समितिका मस्यौदालाई संबैधानिक समितिले एकीकृत रुपमा नयाँ संविधानको पूर्ण रुप दिन नसकेकाले यो खाका आम नागरिकको हातमा भने पर्न सकेको छैन ।

Non-territorial federalism

A major concern shown against the federal structure approved by the Constituent Assembly’s sub-committee and other similar models is that many groups are territorially dispersed and hence territorial federalism may not address the aspirations for autonomy of many dispersed groups. Non-territorial federalism can provide autonomy to territorially dispersed groups.

Why countries disintegrate

Some political leaders, commentators and media personalities have
alleged that federalism may facilitate disintegration of Nepal. This
fear seems to have caught the imagination of some sections of the
public. This is a valid popular concern because some “federal”
countries like the USSR, Yugoslavia, Czechoslovakia and Pakistan
disintegrated. However, the fear is based on incomplete information and
analysis. |
